Because sometimes, like with Bash, Chop Chop, and Spyro you wouldn't find those 3 in a pack together. That's 2 you may not have that are hard to normally find, and they just throw in Spyro because he is the main character. This Legendary, may be for people who have money: or don't want to reset Trigger Happy but want to use him x2.
