I'm getting tired of people saying she has "boobs". I don't think she does. Maybe Spyro and Cynder didn't come to Skylands until some years later. So they both would seem more like adults. Perhaps the designers were trying to make Cynder appear more like a mature young adult and less like a child. If you look at her concept art, you can see the difference. Maybe it's just the camera angel or how the light hits her, but I doubt she has breasts. Why would a dragon need them? They lay eggs and have no need to provide milk. Even if they did, it wouldn't be in the same fashion as humans.
