I think she could be Legendary Lightcore Chill.
In the Skylanders website, her Legendary pictures are posted in the Lightcore Chill page, not the Regular Chill page. One of them appears to be her hand lighting up as she throws her javelin. Furthermore, there is a figure of Legendary Chill that has the Lightcore pose.

Another reason for that is because they made a Legendary figure to represent each line of skylander style so she represents the legendary version of the lightcore figures hence why they picked a character that is already a lightcore to represent the lightcore legendary the only "tier" they can't represent is alt deco but since they kind of are that already it is kind of void I think
