Woof is a Seadog Pirate found in Pirate Seas and Cutthroat Carnival.
In Pirate Seas he challenges the player to a game of Pirate cards, while in Cutthroat Carnival he blocks your way to Pirate Island until you beat Bandit at a game of Skystones.
