Philosopher King Mortalannis, First Lord of the Undead was the first ruler of the Underworld and the owner of the Skull Mask (to which he presumably wore). In the Cadaverous Crypt, he is mentioned in the Story Scroll: "Life and Undeath", and his mask had to be retrieved as it was a component of the Core of Light.

Trivia
- Hex's Series 2 Wow Pow 'Skull Buddy' spawns a floating skull head with an identical look his Skull Mask, only with red eyes instead of blue.
- It's unknown if Mortalannis is still the current ruler of the Underworld, however, there are three other rulers being Malefor, Count Moneybone, and Occulous.
