Otoro is a yellow Gillman who appeared in Skylanders: Spyro's Adventure. Alongside Gurglefin, he was one of the few Gillman who escaped the Trolls after they took over Oilspill Island.
In Skylanders: Giants, Otoro shares the same character design as Gurglefin.
