Arkeyan Spectators are Arkeyans seen spectating the Battle Arenas Wheel of Power and Ultimate Wheel of Power in Skylanders: Giants.
It seems that this type of Arkeyan was initially planned to be an enemy, as a gray version of the Arkeyan Spectator can be seen in one of the trailers [1] for Skylanders: Giants firing bullets.
