The Gillman Councillor is one of the village officials of Woodburrow next to the Chieftess and the Yeti Councillor. When frightened, he burps out bubbles, which are capable of trapping people, as one of them trapped a Greeble.
The Skylanders were able to save the Gillman Councillor, the Chieftess, and the Yeti Councillor when they were being held by the Greebles at Cascade Glade.
