Citizens are Mabu inhabitants that had minor speaking roles in Skylanders: Spyro's Adventure and in Pirate Seas.
Story
Stonetown

The Citizens of Stonetown had somehow recovered the Eternal Earth Source and kept it safe until the Skylanders could claim it.
