Citizen is a unnamed Mabu who appears in Pirate Seas. He blocks the Skylanders from progressing until they have defeated the Seadog Fangs in a game of Pirate Cards and rescued the Shipmaster. After defeating Fangs, he disappears.

Trivia
- In the wii version of Spyro's Adventure he has the same model and character portrait as Blobbers.
- In the XPEC version of the game, he is replaced by Noobry.
