Bowers is a Seadog Pirate found at Cutthroat Carnival. When Flynn, Cali, and the Skylanders arrive seeking help to repair the The Dread-Yacht, Bowers informs them that the pirates will only fix the ship if the Skylander pays in Pirate Chips, which can be earned by winning rounds of Skystones.
